Step-wise development of the medicines reimbursement system in Finland
The medicines reimbursement system will undergo a small change in the beginning of 2016. The change implements some of the proposals made by the Reimbursement Working group in 2013. At the same time, the application procedure is developed, including the elimination of the two-year waiting period formerly imposed on the special reimbursement status. The medicines package also includes the savings in reimbursable medicines expenditure adopted by the Government in March 2014 and implemented as of the beginning of 2016.
Medicines savings for 2016
In 2016, 58 million euro must be saved in the medicines expenses paid by Kela. Since the State pays less than half of the reimbursable medicines, the cut in State expenses is 26 million euro. These savings constitute one element of the State measures to decrease public spending. However, no medicines savings were imposed in 2014 or 2015 while the national vaccination programme will face a 12 million euro savings requirement in 2015.
